The editor retained the manuscript for several months before issuing a desk rejection on the grounds that the manuscript was outside the journal's scope  Such a practice is highly unprofessional. 
When authors have waited a considerable period for an editorial decision, the rejection should be accompanied by substantive and constructive comments that can help improve the manuscript for submission elsewhere.
