Section Editor is holding up (for weeks) the manuscript after peer review while asking the author about some other unrelated author's unrelated submission.  Unexplainable, tyrannical behavior by Zhongyao Zhang who seems to have forgotten his journal makes money getting our IP for free, our Reviews for free, and our Editorial services for free. Authors won't tolerate such experiences (for long). Rating = 0 of 5.
