This is just a template, don't pay it any mind. You can resubmit as many times as you want, and now journals deliberately delay the review process to increase the number of submissions and decrease the acceptance rate.

Dear academicians and outstanding young scientists, I would like to consult on an issue: 
After the first round of rejection and resubmission, we received feedback from a total of 3 reviewers and responded with over 100 pages of revisions. 
In the second round of review, two of the original reviewers had no comments, one had a minor suggestion, and three new reviewers were added. Despite our efforts, the manuscript was rejected for resubmission again. 
Here is the dilemma: the decision letter from the editor stated that we could revise and resubmit, but the system only allows for one round of rejection and resubmission. This seems contradictory. 
What should I do in this situation?

Please check the system after two months. Generally, it takes 2-3 months for external review to start, but once it is sent for external review, the review process is very fast!
