Not necessarily, for example, if you invite 3 people and the third person has not accepted the review, the status will still be "Awaiting Reviewer selection." However, if the third person completes the review on the same day they accept it, the system will skip "Awaiting Peer Review" and go directly to "Awaiting Deputy EIC Recommendation."
