Matter, as one of the three flagship materials science journals launched by Cell, is a high-quality, low-volume publication with strict manuscript screening criteria. It is a major sub-journal of Cell and was established to compete with Nature Materials.

The editor followed up on the manuscript after 10 days and the editor-in-chief showed interest in the article after a serious review and discussion with the editorial board (not sure if it's a standard response). The rejection suggestion is to submit to iScience. There are too few materials journals under the Cell umbrella, so the decision was made to switch to Wiley publishers.

It will take about half a month or so. Each article is quite different, so please be patient. The speed at which editors handle manuscripts also varies, and the upcoming Western Christmas may have an impact. Best wishes for a smooth process!
