I regret not seeing your comment earlier. I published a paper in this journal last year, thinking that it was in the third district of the Chinese Academy of Sciences and did not require a publication fee. I was quite happy to see it published. It wasn't until six months later when I went to get a retrieval report that I found out it was not SCI, and my school does not recognize ESCI. My lesson learned is to be cautious of ESCI when submitting manuscripts.
