One of the reviewers did not mention the lack of innovation in the first review, but in the second review, they said there was a lack of innovation, leading to the rejection by the editor. The other reviewer agreed to accept the paper in the second review. It's really hard to judge, and it wasted three months of my time. I completed all the additional experiments as requested, only to be told in the second review that there was a lack of innovation.
