It took more than four months to submit for review, the first review took more than a month, and then it stayed with the editor for another month, only to be rejected. There were two sets of review comments, one suggesting minor revisions and the other was off the mark, getting even the core keywords of my article wrong. I suspect they didn't even read it carefully.

Also, all documents are currently in PDF format during proofreading, including the source file. Is this directly for the reviewers to see? As a newbie, I have many questions I am not sure about. In my opinion, aside from some interpersonal reasons, the quality of the article itself is the most important. Whether a submission is rejected or not, it is just wishful thinking on one's part. If the content is good, editors will not reject it just because you are pushing for it, and if there is no content, they will not accept it just because you have been waiting for a long time.

It is worth mentioning that I submitted to this journal around January, and it was rejected without review. After being rejected by other journals consecutively, I combined the reasons for the initial rejection, made revisions and added content, and submitted to this journal again, which resulted in the current outcome. Thanks to the editors and reviewers for their diligence and responsibility.

Please approach this with rationality. This sharing is not meant to be instructional, but for reference only~

Submit the manuscript on March 27
Send for review around mid-April, inviting two reviewers
Around the end of April, the first reviewer accepts the review
About a week later, the first reviewer returns with review comments
In May, the second reviewer accepts the review (I can't remember exactly)
About a month later, the second reviewer returns with review comments
Received major revisions on June 5 (given one month to revise) with not many changes to the experimental section. Some suggested changes to the experimental section were not necessary in my opinion, so I provided explanations, and most of the comments were about redundant writing.
Submitted revisions on July 4 (WE)
Sent for review on July 12 (UR)
All reviewers accepted the review on July 16
Unable to wait any longer, fearing the reviewers may slack off during the summer break, urged for review through official customer service on August 4
The first reviewer returned with suggestions on August 5
Returned all suggestions on August 6 and entered RRC
Due to continuous delay in editing and fear of further delay after Friday, urged for review again through official customer service on August 8
Accepted on August 9, both reviewers gave acceptance. The exact time was early morning on August 8, the editor may have a time difference with us in China, but the processing efficiency was still quite high!

However, the system did not display the RRC status, and the editor did not take further action. It has been stuck for over a month now.

Went through 3 rounds of revisions. 
Was top in District 1 when submitted, now in a lower district, just hoping to pass.

I did not go through a second review, as my first submission was rejected. However, I believe all feedback can be addressed, so I made revisions and resubmitted, explaining in the cover letter. Then, my resubmission was rejected again by a new reviewer, and I feel like it still does not meet the standards of IJPE.

Both of my submissions have been with the editor for over ten days. People around me who have been desk rejected were rejected relatively quickly. You have a good chance of getting your submission accepted for review.
