It may be because the reviewers are slow in accepting the review, so an additional reviewer is added. After the reviewers complete their review, it takes twelve days to enter the decision in principle (DIP), and another eight to nine days to be accepted (the second round review is also slow, probably also taking about half a month).
Overall, the time spent on editing the paper here may be longer than the time spent on external review, so submitting may require a bit more patience.
