It depends on how many reviewers accept the review. I only have 2 reviewers, so I will make a decision as soon as 2 reviews come back. If you have 3 or more reviewers accepting the review, then the editor is likely to wait for all reviews to come back before making a decision. This is a matter of emotional intelligence. Reviewers are volunteers. If you ask someone to review a paper and their feedback hasn't come back yet, making a decision without their input is disrespectful, unless the reviewer has disappeared.
