Do not make assumptions. It is the decision of the editing team, not the responsibility of an individual editor. The responsible editor will consult with 2-3 members in different professional fields of the editorial board. If they all agree to submit for review, it will be done quickly. However, if there are differing opinions within the editorial board, another opinion will be sought, which will lengthen the review process. Ultimately, the decision to submit for review will be based on the combined recommendations of the editorial board.

I sent an email to the editor a few days ago to inquire about the status, and the editor said it was under review and waiting for feedback. Since I submitted the manuscript, there have been almost no changes in the status when checking through the background. So there is no need for everyone to check through the background.
