Here is a timeline for reference:
19-Jun-2025: Submission
27-Oct-2025: Rejection and resubmission (six reviewers, approximately 30 comments)
18-Jan-2026: Resubmission after revisions
13-Feb-2026: Acceptance (decision made when over half of reviewers had responded)

This paper was rejected by JBHI and IF, but was selected by TBD and TETCI. Overall, the process was slow and involved many reviewers. TETCI, as a supplemental journal of the IEEE Computational Intelligence Society, has potential and being in the second tier is reasonable.

PS: I have also reviewed papers for this journal, with only minor revisions and revise and resubmit (R&R) requests, so treat the R&R as major revisions.
