IEEE JOE is indeed very strong in the field of marine electronic information, with high requirements for the quality of papers. It took 10 months from submission to acceptance, probably because they found reviewers from the cited papers, which was too professional. 
Submitted in April 2025, underwent editing format review (from two columns to one column, with specific requirements for formulas, captions, and titles), resubmitted within a week;
Received first round of reviews in August 2025, the feedback was good with one reviewer providing almost no suggestions, while the other reviewer was very professional, suggesting additional simulation and experimental data analysis comparing with existing methods, took about a month and a half to make revisions and resubmit;
Received second round of reviews in November 2025, the feedback was okay, took one month to make revisions and resubmit;
Accepted in February 2026;
The subsequent process is continuously updated.
