Some personal pitfalls or experiences that I hope will be useful to everyone:
When I submitted my paper, I did it through the IEEE author portal, but the status displayed was very rough and did not show the intermediate states. You can log in to the scholarone system with the same email account to see a more accurate status (even if you haven't registered for a scholarone account, you can see it after registering and logging in).
There is a good chance of resubmission after rejection, especially for journals that prioritize speed of processing. Even if the reviewer's comments are not very objective, the Associate Editor may favor your article.
The next status after "with reviewers" is "under review" (based on comments from other journals, this status should indicate the end of external review by reviewers, waiting for editor's decision). The transition from this status to the next decision status was 1-2 days for me in several instances, very fast.
The editors I encountered were very dedicated, processing immediately on weekdays and usually having results within half a day on non-working days.
