I submitted once in 2021, and it was really fast back then. It only took 2 months from submission to acceptance. However, this time the submission process is extremely slow.

January 3, 2025: Assigned to AE for UR, AE is an IEEE fellow in the field
March 4, 2025: Sent a reminder to the journal, journal replied that results may be out within two weeks, but it took one and a half months
April 19, 2025: Reject with Invitation to Resubmit, four reviewers, Reviewer 3 gave R opinion requiring additional experiments, the other three gave AQ
May 1, 2025: Resubmit
May 9, 2025: Assigned to the original AE
June 17, 2025: Reject with Invitation to Resubmit, same four reviewers, Reviewer 3 continued to give R opinion, requesting additional experiments and questioning an innovative point, the other three gave A opinions
July 1, 2025: Resubmit
July 4, 2025: Assigned to the original AE for UR
July 12, 2025: Accepted

Overall, this letter requires a relatively new and prominent innovative point, and receiving an R opinion can easily lead to rejection and a lengthy resubmission process.
