The status has been updated once. 
Submitted for the first time on April 15, 2026, the editor said two days later that there were some issues with the introduction and it needed to be revised, otherwise it would be rejected. 
Submitted for the second time on May 8, 2026, in the IEEE Author Portal. 
As of June 9, 2026, the status is still "submission draft." 
It has been over a month and I have not seen any assigned reviewers. Is this normal? Can experienced students give some advice? Should I send an email to follow up?
