In general, the AE and SE handling my manuscript are very professional. Although I have encountered some unprofessional reviewers, the majority of them are still very professional, especially the very friendly reviewer who guided me in revising the paper and adding innovative points, like a mentor. TCST is still a journal worth submitting to, despite the long 14-month review period.

The reason for the second CA is a new reviewer moving the goalposts. He did not question any theoretical or experimental issues in the article, but requested an analytical solution for the non-conservative stability determination of a nonlinear, non-smooth mixed system with a stiffness coefficient, and requested a broad comparison between MPC observer and robust control methods. There are strong traces of Chinglish in the reviewer's comments, giving the feeling that a domestic junior colleague is targeting the publication of the paper. Fortunately, although he is bad, his level is very low.

In the first and second rounds of review, one of the reviewers showed a high level of expertise. Not only did they help me carefully articulate the innovative points of the article (their level of expertise was indeed high, providing insightful suggestions that could be directly copied and pasted), but they also provided a very detailed writing sequence for a specific chapter. Among the other two reviewers, one accepted the submission, while the other mentioned that the significance could be better refined (which could be resolved by directly copying and pasting the suggestions from the first reviewer).

On June 15th, my decision was pending. On July 8th, I received a conditionally accepted status, but with a bunch of new problems. Some reviewers were asking theoretical questions like crazy in the last round, and now they are bombarding me with experimental questions. It would be great if they could ask both at the same time, but instead they are just dragging out the process.

After I submitted the revised manuscript for conditional acceptance, it took a full 3 months to receive a decision. One reviewer played dirty and in the third round, brought up a large number of theoretical and experimental requirements, typical moving goalposts. Although the editor characterized it as: "These concerns appear to primarily relate to strengthening the presentation and completeness of the work rather than questioning its technical soundness or experimental validity," the review process was somewhat flawed, as it was not as promised in the second round decision email that fixing the issues raised by the second round reviewer would lead to acceptance.

Additional information. Received a decision of conditionally accept on 3.9, submitted on 3.23, changed from under review to decision pending on 5.14. Today, on 6.24, received a decision, still conditionally accept. What makes it hard for me to accept is that in the final round, three new reviewers were assigned. Two had no comments and gave accept, while the other one provided a lot of comments. This practice of changing three reviewers in the final round is the first time I have seen it.

What does the revision released on April 15 mean? Is it the revised draft submitted on April 15? However, the due date was set based on the decision date, not the day the revised draft was submitted.
