Initially agreed to accept the paper after the minor revision, but after the change of editor-in-chief, the paper was rejected as having no value. This process lasted for a year. The submission was under review on the day of submission, and then it took over four months. Finally, the editor-in-chief sent an email saying that they couldn't find a reviewer during these four months, and the paper was rejected. I am truly grateful.
