The manuscript has been submitted to the TGRS editorial office for the review process. After the preliminary review by the editorial office, it will be sent for external review. You can check the status on the old submission system (https://mc.manuscriptcentral.com/tgrs), which includes an additional status of ADM and with editor decision, in addition to the IEEE Author Portal. Other than that, there is no difference.
