Journal papers are like this, with a lot of relationship-based connections. Just get used to it! Don't get too worked up. If you have enough confidence in your work, I sincerely encourage you to submit to the top 6 conferences (ICCV, CVPR, ECCV, NIPS, ICML, ICLR), where the experts gather and the cutting-edge of research is. If it weren't for meeting graduation requirements, I wouldn't bother submitting to journals!
