The reviewer found this work to be very interesting, but also raised some significant issues and/or requested major additional supplements to the new results. Due to the page limit of the letter (including references of 4 pages), addressing these issues within this constraint seems unfeasible, so your submission will be rejected for publication. It is recommended that you improve the manuscript and submit it as a regular paper. 

It's frustrating, the reviewers were all positive, but it was rejected by the editor.

When I went back to the revised draft, why is there no response letter in the View Submission file in the old system? There are only the Revised Version and Tracked Changes_Revised Version merged contents, but I uploaded them all when submitting in the new system. Has anyone encountered this before?
