This process may take some time, as I also experienced a three-week wait in the final decision stage last year, only to be rejected by the editor-in-chief.

How many rounds of review have passed? If you are still discussing revisions with the reviewer (the stage where the article is fully assessed by the AE), the ER status will usually be available in three to five days, and sometimes even faster, maybe within one or two days. It seems that the final decision from the editor-in-chief may take a little longer. I waited almost three weeks for the final decision from the editor-in-chief last summer.

In theory, capital R refers to external review, while lowercase r refers to internal review. It could be that feedback has come back, the AE will look at the feedback and also review your article; or it could be that the reviewer has declined to review, and the AE will invite a new reviewer; or it could simply be that the AE is reviewing your article.

Still under external review, waiting for the reviewers' response. The efficiency of this journal editor is quite high, so I suspect the reviewers are delaying. Five months for external review is quite long, in my experience, others usually take one or two months for a round. It's been so long that we could write a letter to urge them, asking the administrator to forward the reminder letter to the Associate Editor to push the reviewers to submit their comments faster.

Brother, my situation is similar to yours. After battling through two rounds of reviews, all four reviewers agreed, and the associate editor was likely to recommend it for publication. However, the editor-in-chief ultimately rejected it with a "out of scope" vote. I wrote a letter arguing against this decision, and the response stated that it was within the editor's discretion. Although they apologized, they will not reconsider publishing it. By the way, brother, you are reviewing for this journal so slowly, in my experience, it usually takes one round per month.

This is the first time in my career that I have encountered such a terrible journal! Submitted in January 24, rejected in May, no problem.
Submitted major revisions in June 24
Sent a reminder in October 24, was told that one reviewer was delayed and the associate editor has been informed to resolve it.
Contacted a few more times from November 24 to January 25, each time was told they have contacted the associate editor, but no response. Tried to contact the associate editor's personal email directly, no reply.
Requested to withdraw the submission and cc'd the editor. The editor replied this manuscript is out of scope. F***...
Anyway, managed to withdraw it smoothly, wasted 8 months...will never submit again, it's not like it's some high-level journal, there are plenty of alternatives.
