IJP is really inhumane, if you don't want to accept it early on then just say it. The first time I submitted they hypocritically invited me to their conference, said my paper was valuable, then after the conference ended they rejected me, it's really unbearable, cheated me of 1000 Australian dollars registration fee, even 5 acceptances can be rejected, the remaining reviewer clearly was just looking for trouble, and these reviewers who rejected never give complete comments, every round they add new comments, who can make all the changes? Once is fine, but every time like this, it's clearly malicious rejection. If you don't want to accept it, I could have submitted elsewhere earlier, wasting half a year of my time.
