Submitted in September, rejected after the first review in early November. There were three reviewers, their comments were constructive and not overly negative, all suggestions were manageable. However, the editor still decided to reject it. The quality of the article is important, but the theme should be given more weight. With over fifty submissions a year, the decision-making power of the editor seems to be dominant.

One month after submission, I received the review comments. There were four reviewers, and there were not many negative comments. In total, there were nearly 40 comments. After revising and resubmitting, it was rejected again after another month. The second round of review invited three reviewers, one old reviewer (recommended minor revision) and two new reviewers (comments still not very negative). I suspect that the editor-in-chief has more power, as they can choose to ignore the opinions of the reviewers if they feel the submission is not suitable or satisfactory. P.S. I have also heard stories of submissions being rejected after the third round of review.
