Finally qualified to write JH's comments. A tumultuous fate, the first top with no danger. 

January 29, 2025 (Lunar New Year's Day), submitted 
February 1 (Lunar New Year's Day 4), under review, sent to 5 reviewers, 3 agreed to review 
March 10, major revision. Deadline April 10. Applied for extension due to personal reasons 
June 8 major revision returned, July 3, two weeks for minor revision (2 reviewers) 
July 9 minor revision returned. Rejected that evening due to author changes [crying with laughter] 
July 10 wrote a cover letter, resubmitted with previous authors. Changed dates on 10th, 12th, and 14th, but status remained editor assigned (not sure why) 
July 18 Accepted.

If the editor-in-chief explicitly encourages resubmission, then follow the normal revision process, and explain the situation in the cover letter.

Can I ask the senior editor of "Watching the Clouds Roll By" whether, when resubmitting a rejected manuscript, I need to submit the revised text with tracked changes, or should I just submit a clean version without any tracked changes? No, if the submission is not rejected after review, either it will be rejected very quickly before reaching the DIP stage, or it will be rejected after a period of time in the DIP stage (if the DIP has not been submitted for review for too long, you can send an email to urge the submission). Generally, once the EA time has been changed, the submission will not be rejected.

The length of time for EA depends on whether the associate editor has time to process your manuscript. I submitted mine on January 18th and it only took a week for EA, but they didn't start inviting reviewers until May.
