The general information on guidelines is usually from the publisher, whether they charge APC (Article Processing Charges) after opting for OA (Open Access, the relevant fees for the entire publishing process). Some journals (from what I remember, there are editorial offices in China, Russia, and possibly Japan and South Korea) will also charge page fees if not opting for OA. In OA journals, few will clearly state that non-OA articles will incur page fees, so it is best to confirm with the journal.

When I submitted my article, the author guidelines section stated that Open Access (OA) would charge an article processing charge (APC), while subscriptions would be free. However, after my article was accepted, it went through three rounds of proofreading. The manuscript was submitted in June 2018, and the initial review is fast. They requested us to recommend reviewers, who are not allowed to be a domestic scholar. We recommended 5 reviewers, but we didn’t know whether it was the reviewed by these reviewers. In January 2019, the reviewers’ comments returned. One reviewer was nice and raised several detailed questions for revision. The other one gave some more and sharp opinions. Then it was reviewed again, and the results came back in April. One reviewer accepted it, and another reviewer asked questions about some details and required it to be revised again. After revision again, it was accepted, and LATEX format files were required. Then it was finally published in August.

The process is particularly slow. At three months after submission, the results were still not returned by the end of October. I called at the end of November and was informed that the two reviewers did not agree to review my manuscript.
