The submission was made on 4/14, the manuscript was processed on 4/17, an editor was invited on 4/17, an editor was assigned on 4/17, reviewers were invited on 4/17, it was under review on 4/20, and reviewers were invited again on 7/18. The current status is still inviting reviewers. In April, it was already in the under review stage, so it is unclear why it returned to inviting reviewers in July.
