I feel that CHEM-EUR J is more comprehensive, while MACROMOLECULAR RAPID COMMUNICATIONS is more professional. The former has a large number of annual citations, so it should be easier to get accepted. The latter may see an increase in impact factor in the future.
I have submitted to both of them before in 2020, and the review process was quite fast.
