The requirements are indeed high, and it feels like the paper content can be tried to be submitted but it was desk rejected. The processing speed is very fast, the rejection is given in three to five days without delaying the resubmission, with positive feedback. MCOM is a well-known journal in computational mathematics, and the Cooley-Tukey FFT was published in it. The actual acceptance rate of the journal over the years cannot be the 50% shown here.
