Is this "With Editor" referring to an editor from the editorial department? Does it mean that the manuscript is not sent back to the reviewers and the editor will decide whether to accept it based on the revised content?

The manuscript submitted at the end of January 2025, just before the Chinese New Year, quickly entered the peer review process. Several months later, I had almost forgotten about the submission. In mid-December 2025, in the middle of the night, I suddenly received an email requesting minor revisions. At the time, I was on a business trip and only glanced at the email, thinking it was junk mail. When I returned from the trip, I extended the revision period by two weeks. After completing the revisions in early January 2026, the manuscript was accepted and went through proofreading in early February, with the final publication appearing at the end of February.

Can anyone tell me what it means when a submission to SCI changes from rrc to with editor? 
I submitted in March, it was under review in May, then the review time changed in November, and on December 5th it became rrc. On December 8th, it changed back to with editor and I also received an email saying an editor has been assigned. Does anyone know what this means?

It's still a very low-quality journal. If the hospital doesn't require it, you can still publish a paper to advance, but don't expect any reputation. For example, a visiting doctor came to our hospital for training, managed a not very rare case, and wrote a paper for this journal. I thought this kind of poor case report would be rejected immediately, but after a few months, they came back with revisions suggesting changes in wording and adding some references. I had to revise the content again (after all, if the content or images are too bad, it would be embarrassing for others to see). After a few days, it was accepted ?. The visiting doctor himself paid more than 17,000 for the publication fee, saying that he could be reimbursed for his own topic. It turned out to be a good outcome.
