The most frustrating thing is that I submitted my manuscript in May last year, and after receiving the first review, AE did not process it. It was not until February of this year that the editor-in-chief helped me switch to another AE for the second review.

Congratulations! I would like to ask if the system status will change if the reviewer runs away and the editor invites a new reviewer? I feel that the reviewer who ran away has already exceeded the deadline (the second review started on March 13, one reviewer completed on April 7, and the other reviewer has still not responded). The peer review process still shows that 2 reviewers have been invited and 1 has completed, but I cannot see if the editor will take any action because of the reviewer who has not responded. I waited for more than a month for the submission to be reviewed, but many reviewers were unwilling to review the manuscript. Eventually, one reviewer accepted the submission but never submitted their review, perhaps because they were too busy, and it took about 40 days. Another reviewer accepted the submission, then spent about ten minutes using a large model to write a rejection letter, which was off-topic. This journal is now directly rejected, downgraded to the second tier, as it should be.

I am in the same situation. It has been a month since the second review, with only one reviewer accepting and completing the review, while the other reviewer has not accepted and is still "under review". What should I do? Can decisions be made with only one review? Is the editor waiting for the other reviewer to accept and complete the review?
