The requirements are quite high. One reviewer gave several suggestions for revisions and the paper was accepted after the changes. The second reviewer, however, said there was not enough innovation and suggested no changes. As a result, the editor, Bill Munro, favored the second reviewer's opinion and rejected the paper.
