Please don't submit, those who submit will have their hands smashed. Rejected twice and then resubmitted, each time the feedback is just a couple of perfunctory sentences to brush off the writer. The request is to wait three months before resubmitting after being rejected again.

Submit UR by February 2025, until May when the reviewers returned their feedback. The editor requested a reject and resubmit, and in early June, the revised manuscript was resubmitted along with the author's response. As of July 29, 2025, after six months of submission, there was still no decision, indicating a slow process.
