I encountered a particularly difficult reviewer, just like you. In the first round, they had 50 comments, and in the second round, they had 15 comments. We replied to all of them seriously. In the third round, they said there was a lack of innovation and rejected it. We explained our innovative ideas to them, but they still rejected it. We then emailed the editor-in-chief to explain that there was an issue with this reviewer. After more than half a year, we followed up again. Finally, they accepted it.
