If the decision is "in process" after external review, it means the editor is summarizing the comments and it can usually be completed within 1 week (although sometimes it may take more than 2 weeks, for example, we had a manuscript with the 3rd round of language adjustments that took over 2 weeks during the Christmas period); if the decision is "in process" within 1 week of submission, then the editor is probably preparing the rejection letter; if it shows "with editor" continuously after submission (1 to 2 weeks, or even longer), it is likely good news, as the editor is looking for reviewers and the manuscript should enter external review soon. This is based on personal submission experience, for reference.
