After the rejection of the first review of Measurement, it was resubmitted to SNA on November 8th, and it has been with the editor for over two weeks now. The status has not changed despite the change in the timeline. The journal's website shows that the average time for the first decision is 9 days, so I didn't expect it to be this slow. If I had known earlier, I would have resubmitted it to IEEE Sensors or MST. SNA is ultimately just a third-tier journal, so I suggest that if you are in a hurry, submit to IEEE Sensors, which is at least a second-tier journal, or MST.
