I am not sure if the first article was Dr. Shimizu's. The second article definitely was his. He gave me some suggestions for revisions after the first submission. However, I did not respond to each suggestion in the second submission, I simply made the revisions without specifying where they were made. Dr. Shimizu explicitly stated that he is the "chief editor" of this journal and that responses to suggestions must be provided. After the third round of revisions, Dr. Shimizu passed the article on to another editor who then began the process of finding reviewers. After Dr. Shimizu's editing, the process was quite fast, with three reviews returned in about two weeks.
