How did this thing become a tier-three journal? As far as I remember, the quality of this journal was quite high. The current tier classification is really exaggerated.

The EIC of Signal Processing is indeed very fast, but when it comes to a specific Handling Editor, it is incredibly slow. It's just unbelievable how long the editor is taking.
