Has anyone ever encountered a situation where after submitting a revised version (ped), there is only a minor revision without a pending status, and there is no option to resubmit after making the changes? This has really confused me.

The review process is efficient and fast (average within two weeks), with editors being diligent and responsible. Excellent submissions may qualify for a reduction in APC fees.

The third reviewer made minor revisions on November 11th, and it is currently in the process of being accepted
Two weeks... really, just two weeks, I guess other journals can't even find the editor in two weeks
Mr. Boonprasert, the editor from Thailand, is such a good person. I told him I am graduating soon and please do not reject my paper, very very very thank you. Then he quickly sent it out for external review, with me filling out a conflict of interest form back and forth 4 times (I really didn't understand PDF signatures).
