Because it was arbitrated, this magazine had three reviewers. In the first round, one rejected it, two requested revisions, and the editor hesitated when making a decision. They then invited two more reviewers, resulting in one rejection and one request for revisions. In the end, the editor adopted the opinions of the two reviewers who rejected the article. There must have been some issues with the article. If only one reviewer had rejected it, the editor could have allowed a resubmission after revisions. However, with two rejections in the ACS system, it is unlikely that the article can be salvaged.
