The second round of review may still involve two of the original reviewers and one new one, with the two original reviewers not raising any major concerns. The new reviewer raised 6 issues, one of which was related to not being able to set up the code environment. I provided the 5 Python packages and corresponding versions used in my code environment. The associate editor cited this issue as a reason for rejecting the submission after an 8-month review period, despite making numerous revisions. It is frustrating to deal with unreasonable reviewers like this. It's no wonder many researchers find it difficult to get their work published.

The review process took about five months. After the Reject & Resubmit decision, a new reviewer was assigned, and fortunately, the new reviewer had no objections. Recently, I have been submitting to IEEE journals, and most have been either Reject & Resubmit or rejected, indicating that a Reject & Resubmit decision is similar to major revisions in the past. Overall, our research group does not have prominent figures, and the difficulty of acceptance by IEEE Transactions on Cybernetics (TCYB) is very high. I hope to continue producing good research in the future.

This journal has a dedicated AE responsible for rejecting submissions, which can be challenging for overseas contributors but is just a clique for domestic ones. For larger teams, AEs often reach out directly to authors via email for feedback. When responding to reviewers' comments on several papers, there weren't many technical issues; most were related to academic taste.

After RR, it goes through UR status and becomes With Associate Editor. After one day, it changes back to UR. Will reviewers be added after resubmission? How many reviewers are usually added?
