The most ridiculous journal I have encountered, after submitting to the editorial department, it stayed in the editor's hands for two months, then another two months were spent on assigning reviewers. Finally, they rejected the paper claiming it lacked proper citations. What a waste of time.

The paper on vibration suppression direction was first submitted on 7.20, underwent major revisions on 8.18, and was resubmitted on 9.8. Reviews were completed on 9.11. 
Hopefully, good luck is on our side. The reviewers provided many comments, with nearly 40 suggestions from three people. The response letter during the first revision had more content than the paper itself, but all were normal issues and there was no deliberate difficulty.
