I don't understand why the editor-in-chief rejected it. In the first round of reviews, four experts evaluated the article. Three experts were very satisfied and believed that it could be accepted after revision. The article is innovative, well-structured, and the research results have strong engineering application value. One expert believed that there were significant issues and recommended rejecting the paper for resubmission. I suggest the paper be rejected in Engineering Structures but would like to encourage the authors to address these issues in a future submission. However, the editor-in-chief rejected it directly, leaving me speechless. It's really frustrating that they didn't even give me a chance.
