Is TEVC single-blind or double-blind? IEEE Transactions on Evolutionary Computation publishes high-quality archival original papers on evolutionary computation and related areas, including nature-inspired algorithms, population-based methods and optimization where selection and variation are integrated, and hybrid systems combining these paradigms. Purely theoretical papers are considered applications papers that provide general insights into these computational fields.

The articles in this journal undergo peer review according to the requirements specified in the IEEE PSPB Operations Manual (Sections 8.2.1.C and 8.2.2.A). Each published article is reviewed by at least two independent reviewers using a double-blind peer review process, where the authors do not know the identities of the reviewers but the reviewers know the identities of the authors. The articles are screened for plagiarism before acceptance.

From the review comments, there doesn't seem to be much of an issue with the innovation points. The concerns of all three reviewers are focused on the writing aspect. However, the journal's requirements are too high, as there isn't even a chance for revision, and the paper was rejected outright.
