It has been almost 2 months since I submitted the manuscript. After inviting 2 reviewers on April 27th, no additional reviewers have been invited. One review has been completed, while the other reviewer has not accepted the invitation for over a month. What does it mean for the journal to not invite new reviewers? Does anyone know?

It is possible that more reviewers will be invited. With the current high volume of submissions, the likelihood of decisions being made by only two reviewers is low. The editor will probably consider the opinions of these two reviewers first, and if they are both positive, then 2-3 more reviewers may be invited. Last month, I received feedback from the first three invited reviewers. The editor has now invited a fourth and fifth reviewer, and it is expected to be delayed until the end of June.
