Polymer Chemistry is a well-established second-tier RSC journal. As for ACS Applied Polymer Materials, it is currently also a second-tier journal. I think it is acceptable and not considered trash.

Submitted on 22nd September 1930, revised on 25th October, revised again on 17th November, rejected on 28th November due to a result that did not meet the expectations of the reviewers. Successful appeal on 9th December, sent to a third reviewer. Direct acceptance on 12th January 1923, suggesting to add the paper to the back cover.
