The quality of this journal goes without saying, the problem is that it has become particularly slow since around March of this year. I have had an article published in it within 25 years, and last year the speed was normal. However, this year many people have submitted and it has been over 2 months without any progress to the next step. It is unclear why it has become so slow, but for now, if speed is a concern, it is advised to be cautious when submitting.

Additionally, starting from last year, this journal has introduced a new approach. After the first round of reviews (usually by about 3 experts), for the second round, they will invite new reviewers (around 6, but usually only 2 new experts accept). This can be nerve-wracking for authors, as they have already responded to all questions from the first-round reviewers, only to have new experts come in for the second round.

I feel like you can try resubmitting. My manuscript has been going back and forth between the chief editor and the Elsevier editorial office. The chief editor said to revise the author first before submitting for review, while the other side said to revise after submission. During this time, I have been sending emails to urge them. Finally, on April 28th, they said that if it couldn't be done, they would withdraw the manuscript, but they finally submitted it for me.
