Can you please clarify if after "reject encourage resubmit" a new editor will be assigned? Will the manuscript ID remain the same or will it be new? After my "reject encourage resubmit" resubmission, I was immediately rejected by the template, and I suspect I submitted to the wrong place.

It took two weeks for the first submission to be reviewed by the editor, then three weeks for the first review to come back. With over forty comments from the four reviewers all feeling very average, it seemed like a standard response. After another two weeks with the editor, the result was rejection with encouragement to resubmit, even sending a specific email to improve and resubmit. After three more weeks of revisions and resubmission, it was directly rejected with a template, which is hard to understand. It feels like a waste of time and energy.
