It shouldn't be the case, as as soon as I submit it, ACS Paragon Plus shows "under review," but in the publishing center it says "Submission Received." I can't even tell if an associate editor has been assigned.

The current submission status of ACS is completely unclear. In ACS Paragon Plus, the status shows "Under Review" as soon as it is submitted, but in the publishing center, it shows "Submission Received". It is even unclear whether an associate editor has been assigned. It is very confusing.
